Background: The Executive Mansion was the scene of sympathy couple with swift change of a new Administration after the death of the 18th President of Liberia, Dr. William V.S.Tubman.
Earlier that morning, a day following the outbreak of the shocking news to the nation, President William R. Tolbert, Jr. accompanied by top military officers and a joint security force, motored to the Executive Mansion where he urgently convened an Emergency Staff Conference.
Addressing his immediate staff, which included heads of the Special Security Services, President Tolbert pledged to continue the principles and policies for which his predecessor, the late President Tubman stood.
He said I have worked with the late President since he came to office and I know these principles and policies with God's guidance, I shall do my best to continue his works".
Continuing, he said no one should expect him to be the President that his predecessor was but will be the President that God wants him to be.
He emphasised that the entire nation is distressed. "Some to a greater proportion than others but thank God we can look to some who can guide us in this hour" We are like sheep without a shepherd.
The 58-year old President called for faithful and loyal dedication to duty and Country. During the first day of President Tolbert's ascension to the high office, he emphasized the need for punctuality on the job and the sense of responsibility.
