    PRESIDENT DE GAULLE TODAY (TUESDAY) REAFFIRMED HIS POSITIONS ON VIETNAM, THE MIDDLE EAST, CANADA, THE PEOPLE'S REPUBLIC OF CHINA'S ENTRY INTO THE UNITED NATIONS, AND BIAFRA'S RIGHT TO SELF-DETERMINATION DURING HIS ANNUAL NEW YEAR'S EVE RADIO AND TELEVISION BROADCAST.

    THE PRESIDENT SAID THAT FRANCE HAD TO REMAIN FIRM AND INDEPENDENT TO DEAL WITH THE ACUTE PROBLEMS OF THE UNIVERSE. AMONG THESE, HE SAID, WERE "THE FRIGHTFUL VIETNAM CONFLICT", "AN INTERNATIONAL SOLUTION TO THE MIDDLE EAST TRAGEDY", "THE FREE CONDUCT OF ITS OWN NATIONAL LIFE FOR THE PEOPLE OF CANADA" AND "THE RECOGNITION OF BIAFRA TO SELF-DETERMINATION".

    HE SAID: "AN INTERNATIONAL SOLUTION TO THE MIDDLE EAST CRISIS HAS ALREADY BEEN OUTLINED AND HAS TO BE IMPLEMENTED - THE BIG POWERS HAVE THE MEANS FOR THIS - THROUGH THE EVACUATION OF TERRITORIES CONQUERED BY FORCE, A GUARANTEE TO EACH SIDE OF ITS JUST BORDERS AND SECURITY, FREEDOM OF A NAVIGATION EVERYWHERE AND FOR EVERYBODY, AND, FINALLY, AN ACCEPTABLE FATE FOR THE REFUGEES".

    PRESIDENT DE GAULLE LISTED OTHER PROBLEMS AS "THE AID WHICH PROSPEROUS COUNTRIES MUST GIVE FOR THE PROGRESS OF THOSE COUNTRIES WHICH ARE NOT PROSPEROUS", AND "THE ESTABLISHMENT OF A WORLD MONETARY SYSTEM WHICH WOULD BE BASED NOT ON THE PRIVILEGE OF ONE CURRENCY BUT ON THE VALUE OF GOLD AND THE ORGANISATION OF CREDIT WHICH WOULD EXCLUDE SPECULATION."
