    RETIRED AMERICAN GENERAL DOUGLAS MACARTHUR WAS HONOURED BY CONGRESS IN WASHINGTON ON THURSDAY WITH A CITATION FOR "UNCEASING DEVOTION TO DUTY, GOD, AND COUNTRY". HE ALSO SAW PRESIDENT KENNEDY.

    THE GENERAL IS 82. HE GOT NEAR TO THE WHITE HOUSE ONCE WHEN HE WAS TIPPED AS LIKELY PRESIDENT BEFORE EISENHOWER. THAT WAS THE TIME WHEN MACARTHUR WAS ONE OF AMERICA'S BEST KNOWN GENERALS, AS PACIFIC COMMANDER.

    VICE PRESIDENT LYNDON JOHNSON PRESENTED THE CITATION AT THE CONGRESS BUILDING. THE GENERAL LAST SPOKE THERE ELEVEN YEARS AGO. THEN HE HAD BEEN RELIEVED OF HIS PACIFIC COMMAND IN A DISPUTE WITH PRESIDENT TRUMAN OVER THE CONDUCT OF THE KOREAN WAR.

    THE GENERAL'S MILITARY CAREER SPANNED 52 YEARS AND THREE WARS AND AS HE CALLED IT: SOMETIMES THROUGH THE VALLEY OF THE SHADOW OF DEATH. WHEN LAST AT CONGRESS TO MAKE HIS VIEWS ON KOREA KNOWN, HE WENT INTO RETIREMENT WITH THE WORDS "OLD SOLDIERS NEVER DIE, THEY JUST FADE AWAY."
    HE DIDN'T MENTION THE FAMOUS CONTROVERSY THIS TIME, ALTHOUGH HE DID SAY THAT AFTER A LAPSE OF SUFFICIENT TIME, AND UNSWAYED BY EMOTIONS, CONGRESS HAD GIVEN ITS VERDICT ON HIS CAREER.
