MR. SMITH WAS SPEAKING ON RADIO AND TELEVISION SIX HOURS AFTER THE DEPARTURE FOR LONDON OF SIR MORRICE JAMES, WHO HAD TAKEN TO SALISBURY BRITAIN'S LATEST TERMS FOR SETTLING THE DISPUTE. ON TUESDAY, MR. SMITH HELD A MEETING WITH HIS MINISTERS TO DISCUSS THE BRITISH PROPOSALS.

    MR. SMITH SAID TODAY HIS GOVERNMENT WOULD CONTINUE TO NEGOTIATE WITH BRITAIN FOR A SETTLEMENT OF THE CONSTITUTIONAL ISSUE IN THE DISPUTE. BRITAIN'S LATEST PROPOSALS ON THE SUBJECT ARE BELIEVED TO INCLUDE A DEMAND THAT THE WHITE MINORITY GOVERNMENT IN SALISBURY SHOULD GUARANTEE UNIMPEDED PROGRESS TOWARDS MAJORITY RULE. WHEN HE LEFT FOR LONDON TODAY, SIR MORRICE JAMES - A SENIOR OFFICIAL OF THE BRITISH COMMONWEALTH RELATIONS OFFICE - WOULD MAKE NO COMMENT ON THE OFFICIAL REACTION IN SALISBURY TO THE PROPOSALS.

    ON TUESDAY, MR. SMITH MET HIS MINISTERS IN WHAT WAS THE LEGAL PRIME MINISTER'S OFFICE. AFTER THIS MEETING, MR. SMITH HAD TALKS WITH SIR MORRICE JAMES AT HIS PRIVATE RESIDENCE.
