    INDIA AND PAKISTAN RESUMED THEIR TALKS IN CALCUTTA YESTERDAY (TUESDAY) ON THE KASHMIR DISPUTE.SINCE THE LAST MEETING IN KARACHI A MONTH AGO, PAKISTAN HAS SIGNED A BORDER TREATY WITH THE CHINESE PEOPLE'S REPUBLIC COVERING THE PART OF KASHMIR PAKISTAN CONTROLS.

    INDIA HAS PROTESTED TO BOTH COUNTRIES, CONTENDING THAT PAKISTAN HAD NO RIGHT TO SIGN THE TREATY SINCE INDIA HAS SOVEREIGNTY OVER KASHMIR.PAKISTAN HAS DEMANDED A PLEBISCITE TO DECIDE KASHMIR'S FUTURE BUT THIS IS UNACCEPTABLE TO INDIA.AT THE LAST SESSION, THE TWO DELEGATIONS DISCUSSED THE POSSIBILITY OF PARTITIONING KASHMIR, BUT THEY DIFFER ON THE DETAILS.

    TWENTY-FOUR DELEGATES AND AIDES ATTENDED YESTERDAY'S SESSION, HELD IN CALCUTTA'S RAJ BHAVAN, FORMERLY GOVERNMENT HOUSE.INDIA'S NEGOTIATORS ARE HEADED BY MR.SWARAN SINGH, INDIAN RAILWAYS MINISTER.PAKISTAN EXTERNAL AFFAIRS MINISTER, MR.ZULFICAR BHUTTO, IS LEADING HIS COUNTRY'S DELEGATION.

    EARLIER, MR.SINGH WELCOMED MR.BHUTTO ON HIS ARRIVAL AT CALCUTTA AIRPORT FOR THE TALKS, AND IN A STATEMENT TO NEWSMEN, MR.BHUTTO SAID HE WAS OPTIMISTIC ABOUT A SUCCESSFUL OUTCOME TO THE NEGOTIATIONS.

    (INDIA NOW CONTROLS ABOUT TWO-THIRD OF KASHMIR AND PAKISTAN ONE-THIRD.THE CRUX OF THE DISPUTE IS THE 160 KLM LONG AND 50 KLM WIDE WALE OF KASHMIR WHICH EACH SIDE WANTS.
