    Background: A medium-term programme to help Chad, considered the poorest country in the world, would cost at least 370 million dollars. The United Nations Director General for Development, Mr. Jean Riepert, said this in Geneva on November 29. He was addressing delegates from some 50 countries attending the first day of the international conference on assistance to Chad. Among the main documents presented to delegates was a report dealing with Chad's short-and-long term reconstruction and development needs. A supplementary report, drawn up by Chad's government with the United Nations Development Programme (UNDP), looked into the country's most pressing needs during the next two years. Mr. Riepert told the conference that annual income per head had fallen from about 120 dollars in 1975, to around one hundred dollars now. The Chadian Foreign Minister, Mr. Idriss Miskine, claimed that foreign groups would recklessly violate any agreements that were signed. He said Libya would interfere to sabotage a consensus government in Chad. Delegates at the two-day conference were to receive a report on emergency and humanitarian help to Chad, compiled by the United Nations Disaster Relief Co-ordinator (UNDRO).
