    Ugandan President Idi Amin on Sunday (21 November) reopened his country's border with Tanzania -- closed since July amid fears of invasion by guerrillas -- and announced the immediate restoration of direct telephone, air and lake steam communications between the two countries. The Kenyan Government played a key role in the border negotiations.

    In a speech stressing Uganda's wish to co-operate with other African countries, President Amin offered Tanzania military or financial aid if it was attacked from the outside. He added that the reopening of the border and its three communication links fulfilled four of the five conditions which he said Tanzanian President Dr. Julius Nyerere set as a pre-condition to restoring normal relations between the two countries. But President Amin said he was not prepared to fulfil Dr. Nyerere's fifth condition -- the signing of the East African Community's appropriation bill -- until "Nyerere takes some concrete action for the normalisation of relations between our two countries."
    SYNOPSIS: Uganda's President Idi Amin arrived the town of Mutukula on Sunday to reopen his country's border with neighbouring Tanzania. He was met by kenyan Ministers who had been instrumental in the negotiations leading to the reopening.

    President Amin cut the ribbon over the border with the wards, "I open this border for God and my country."
    The President and his party then entered a prison that had been damaged by shellfire during the border troubles. Sunday was the first time the border had been open since July, when fears of an invasion by guerrillas led to its closure.

    President Amin also announced that all telephone, air and lake steamer communications with Tanzania would be restored immediately.
