THE NEWS CAME YESTERDAY (WEDNESDAY) AFTER A TWO-DAY MEETING OF THE RAILWAY BOARD. A MAJORITY DECISION OF THE RAILWAY'S FINANCIAL CRISIS HAS BEEN MADE AND A STATEMENT IS DUE TO BE ISSUED BY THE WEEKEND.

    THE CRISIS FOLLOWED THE ANNOUNCEMENT BY ZAMBIA THAT IT COULD NOT AGREE TO THE TRANSFER OF ?1 MILLION A MONTH TO RHODESIA TO HELP MAINTAIN THE RAILWAY.

    WHILE THE RAILWAY HEADQUARTERS AND ITS CHIEF MAINTENANCE WORKSHOPS ARE IN RHODESIA, A MAJOR SOURCE OF REVENUE COMES FROM RHODESIAN GOAL EXPORTS TO THE ZAMBIAN COPPER MINES AND THE TRANSIT OF ZAMBIAN COPPER THROUGH RHODESIA TO THE MOZAMBIQUE PORT OF BEIRA.

    THE BASIS OF THE DISSENSION BETWEEN THE TWO GOVERNMENTS HAS BEEN ZAMBIA'S REFUSAL TO DEAL WITH WHAT IT DESCRIBES AS A REBEL GOVERNMENT IN SALISBURY.
