    Following Middle East talks with United States Assistant Secretary of State Joseph Sisco, Israeli Ambassador Lieutenant-General Yitzhak Rabin lashed out at United Nations Secretary General U Thant, and spoke of Soviet motive in moving SAM-3 missiles closer to the Suez Canal.

    Speaking to newsmen at Washington press conference following talks with Mr. Sisco, ambassador Rabin said he felt U Thant was biased towards the Arab, and was "The best Soviet Ambassador to the United Nations."
    On the Soviet situation in the Middle, East Ambassador Rabin said he did not feel that the Soviet Union was interested in a peaceful settlement because he said "a real peace would eliminate the reason for their presence there." He continued:
