    PRESIDENT NASSER HAS WARNED EGYPTIAN STUDENTS AGAINST ANY MORE DISTURBANCES WHICH RESULTED IN THE CLOSING OF UNIVERSITIES IN ALEXANDRIA LATE LAST MONTH. THE PRESIDENT WAS SPEAKING TO DELEGATES AT AN EMERGENCY SESSION OF THE 1,700 MEMBERS NATIONAL CONGRESS OF THE ARAB SOCIALIST UNION, HE MADE HIS ADDRESS FROM THE MAIN HALL OF CAIRO UNIVERSITY, WHICH WAS TELEVISED NATIONALLY.

    PRESIDENT NASSER BLAMED "OUTSIDE ELEMENTS" FOR NOVEMBER'S RIOTS -- AFTER WHICH THE UNIVERSITY AND SCHOOLS IN ALEXANDRIA WERE CLOSED. HE SAID THAT THESE "OUTSIDE ELEMENTS" DID NOT REPRESENT THE MAIN BODY OF EGYPTIAN YOUTH AND STATED THAT AN ISRAELI AGENT HAD BEEN INVOLVED.

    THE RIOTS RESULTED IN THE DEATH OF 15 PEOPLE WITH 400 OTHERS INJURED. THE FIGHTING FOLLOWED A THREE DAY SIT IN AT ALEXANDRIA BY RIOTS IN THE TOWN OF MASOURA. AMONG THOSE KILLED AT ALEXANDRIA WERE THREE STUDENTS INCLUDING A 12-YEAR-OLD SCHOOLBOY WHO WAS TRAMPLED UNDERFOOT.

    MEMBERS OF THE ALEXANDRIA UNIVERSITY TEACHING STAFF WHO ALLEGEDLY HAD BEEN INCITING STUDENTS TO VIOLENCE ARE AMONG NEARLY 400 PEOPLE STILL UNDER ARREST.
