    MALAWI'S PRIME MINISTER, DR. BANDA TOLD A VERY LARGE CROWD AT A POLITICAL RALLY HELD AT LILONGWE ON SUNDAY AFTERNOON, THAT MR KANYAMA CHIUME WAS THE SCHEMER BEHIND THE CURRENT UNREST IN THE COUNTRY. DR. BANDA ADDED THAT MR CHIUME AND MR CHIPEMBERE WANTED HIM TO RESIGN, NOW THAT THE TASK OF OBTAINING INDEPENDENCE WAS OVER.

    THE RALLY WAS PART OF A 15-DAY BARNSTORMING TOUR DR. BANDA WAS UNDERTAKING IN THE CENTRAL AND NORTHERN REGIONS TO DEFEND HIS POLICIES -- THE OBJECT OF BITTER ATTACKS FROM FORMER MINISTERS AT PUBLIC RALLIES.

    MR HENRY CHIPEMBERE, FORMER EDUCATION MINISTER AND CONSIDERED ONE OF THE MOST POPULAR MEN IN THE CABINET UNTIL HIS RESIGNATION, RECENTLY SPOKE CRITICALLY OF THE PRIME MINISTER. POLICIES TOWARDS MOZAMBIQUE, RHODESIA AND SOUTH AFRICA CAME UNDER FIRE; HEALTH CHARGES INCREASED TAXATION WERE DEPLORED. MR CHIPEMBERE SAID HE AND FELLOW MINISTERS HAD ASKED DR BANDA TO CHANGE HIS ATTITUDE TOWARDS THEM -- THE PRIME MINISTER IS ALLEGED TO HAVE MADE ALL THE LAWS BUT TOLD HIS MINISTERS TO DO THE EXPLAINING -- OTHERWISE MALAWI WOULD BECOME "ANOTHER CONGO".

    YESTERDAY (TUESDAY) TWO COMPANIES OF MALAWI RIFLES WERE MOVED TO FORT JOHNSTON ON WHAT WERE DESCRIBED AS ROUTINE MANOEUVRES. THE TOWNSHIP IS THE HOME OF MR CHIPEMBERE, AND THE CENTRE OF AN AREA WHICH STRONGLY SUPPORTS THE FORMER MINISTER.
