    PRESIDENT DE GAULLE OF FRANCE ARRIVED IN BONN, THE WEST GERMAN CAPITAL, TODAY (FRIDAY) FOR TALKS WITH CHANCELLOR KURT GEORG KIESINGER AGAINST A BACKGROUND OF WIDESPREAD WEST GERMAN IMPATIENCE WITH FRANCE'S EUROPEAN POLICY. THE PRESIDENT'S VISIT -- ONE OF THE ROUTINE SIX-MONTHLY MEETINGS UNDER THE 1963 FRANCO-WEST GERMAN FRIENDSHIP TREATY -- COINCIDES WITH THE COMMON MARKET COUNCIL OF MINISTERS MEETING IN BRUSSELS, AT WHICH FRANCE TODAY REJECTED A MOVE BY WEST GERMANY TO BRING BRITAIN NEARER TO ENTRY INTO THE COMMON MARKET.

    CHANCELLOR KIESINGER IS UNDER PRESSURE FROM HIS COALITION GOVERNMENT TO DO SOME TOUGH TALKING TO THE PRESIDENT DURING THEIR TWO-DAY TALKS ON THE NEED TO STRENGTHEN AND EXTEND EUROPEAN INSTITUTIONS. GOVERNMENT LEADERS HINTED FOR THE FIRST TIME YESTERDAY THAT WEST GERMANY SHOULD IF NECESSARY BYPASS FRANCE TO ACHIEVE PROGRESS IN EUROPE. THE WEST GERMAN FOREIGN MINISTER, HERR WILLY BRANDT, SAID: "I WOULD REGRET ANY STEP THAT WE HAD TO TAKE WITHOUT FRANCE, BUT NOBODY WILL BE SATISFIED IF WE MARK TIME OR GO AROUND IN CIRCLES FOR A PROLONGED PERIOD".

    IT WAS HERR BRANDT WHO TODAY INTRODUCED THE PROPOSAL -- IMMEDIATELY VETOED BY FRANCE -- AT THE BRUSSELS MEETING TO BRING BRITAIN CLOSER TO THE COMMON MARKET PENDING FULL MEMBERSHIP. THIS IS REGARDED IN BRUSSELS TO HAVE CREATED THE BIGGEST RIFT IN FRANCO-WEST GERMAN RELATIONS SINCE THE TWO SIGNED THEIR FRIENDSHIP TREATY.
