Background: According to Senior Foreign diplomats in Damascus, Syrian President Hafez Al-Assad is facing the most serious challenge to his leadership since he came to power ten years ago. In their view, the recent widespread anti-government violence and unrest in northern and central Syria is beginning to resemble a popular uprising against a central Syria is beginning to resemble a popular uprising against a government which has long been the target of guerrilla attacks. In several of his recent speeches, President Al-Assad has blamed the United States and its agents for the violence.

SYNOPSIS: President Al-Assad said in a speech on Saturday (15 March) at the Syrian Teachers' Syndicate in Damascus, that "American reaction" was fomenting the disorders through its agents in order to weaken Syria and its opposition to the Camp David peace agreements between Israel and Egypt. The Syrian President has also accused Israel and Lebanon's Phalangist Party of increasingly open and violent opposition to his rule.

Recent unrest in Syria has centred on the ancient northern city of Aleppo, the agricultural town of Hama, and the Mediterranean port of Latakia. Damascus itself has been shaken by bomb explosions and gun battles between dissidents and security forces. Last week the Syrian government sent an armoured division of more than ten-thousand troops to Aleppo--complete with tanks and heavy artillery -- reflecting the concern with which the government views the unrest.
