    The American Vice-President, Mr. Nixon, said in London tonight that a recent statement by Mr. Dulles had led to considerable misunderstanding about America's attitude towards the Communist government of East Germany. Mr. Dulles had said the Western Powers might deal with East German officials as agents of the Russians. Mr. Nixon thought he should make it absolutely clear that this statement was not intended to change American policy, and no change was anticipated. Mr. Nixon was speaking at a news conference at the end of his four-day visit: he was also asked about America's non-recognition of the Government of Communist China:
