Background: Tiny Principality of Andorra set in Pyrenees between France and Spain holds elections Dec 14th. for the first time over, since Andorra was formed in 13th century, women will be allowed to vote of tuesday, bringing total number of voters to sum of 2,350. They will elect members of the Consejo de Valls or the Council of the Valleys.
External Govt and defence etc is run by King of France (now Pres Pompidou) - away in the Azores with this election on this hands - and a Spanish Bishop, Bishop of See de Urgel. "Country" runs its own internal affairs with 25 policemen for the 8000 Andorrans and 16,000 foreign resident. No political parties, people tend to vote according to families they belong to. No revolutionary candidates, all Andorrans seem to want a safe status quo to protect duty free situation twist France and Spain which bring 3 Million tourist in search of bargains each year.
