    THE THREE LEADERS, PRESIDENT MACAPAGAL, OF THE PHILIPPINES, PRESIDENT SUKARNO, OF INDONESIA AND MALAYAN PRIME MINISTER TUNKU ABDUL RAHMAN, ARE MEETING IN THE JUAN LUNA HALL OF THE DEPARTMENT OF FOREIGN AFFAIRS.

    PRESIDENT SUKARNO HAS EXPRESSED OPPOSITION TO THE FORMATION OF MALAYSIA.HE FELT THE TUNKU HAD "BROKEN HIS PROMISE" BY SIGNING THE LONDON AGREEMENT ON THE FEDERATION.HOWEVER, THE TUNKU IS FIRMLY COMMITTED TO THE BIRTH OF MALAYSIA, SET DOWN FOR AUGUST 31.A CRUCIAL ISSUE IN THE TALKS WILL BE THE INDONESIAN DEMAND THAT THE BORNEO PEOPLE'S VIEWS ON THE FEDERATION SHOULD BE ASCERTAINED BY REFERENDUM UNDER THE AUSPICIES OF THE UNITED NATIONS.

    IN HIS OPENING SPEECH, PRESIDENT MACAPAGAL EXPRESSED THE HOPE THAT THE DIFFERING VIEWS WILL BE RECONCILED BY THE TIME THE CONFERENCE CLOSES.
