Background: The United Nations General Assembly met for the first time in many months to conclude the work of the 1964 session.It heard an appeal from U Thant, the Secretary General, asking all members for generous voluntary contributions to meet the continuing seriousness of the financial situation of the world body.It also accepted the report of its 33 nations committee on peace keeping finances.
The report stated that the United Nations General Assembly would meet "normally" when the 1965 session begins, without the issue of financial delinquency being raised.
The world parliament had been unable to act until the delinquency question was settled.That settlement came last month when the United States agreed not to press for the enforcement of Article 19 of the charter against the Soviet Union.
