Background: The rocket bombardment of Phnom Penh by communist insurgents has continued on a daily basis this week, bringing a new spate of civilian casualties. One of the highest death tolls since the offensive started last month was suffered when a rocket hit a crowded apartment block on Tuesday (January 15), killing 13 people and seriously wounding 10 others.

Within 24 hours, another three rockets had landed near a hotel crowded with refugees on the banks of the Tonle Sap river. Six more people were injured there.

Propaganda from the communist insurgents has threatened that more than 1,000 rockets will be fired into Phnom Penh during the next month. The population has been urged to flee to the country.

Government attempts to repel the insurgent forces have provoked some of the fiercest fighting during the three-year-old civil war, as troops try to push the insurgents back beyond rocket range.
