    ZAMBIA'S FOREIGN MINISTER, MR SIMON KAPWEPWE SAID ON ARRIVAL AT LONDON AIRPORT TODAY (MONDAY) THAT THE USE OF FORCE IN THE RHODESIA CRISIS WAS NOW UNAVOIDABLE.

    MR. KAPWEPWE WILL MEET BRITISH PRIME MINISTER HAROLD WILSON BEFORE FLYING ON TO WASHINGTON AND MOSCOW. HE DENIED THAT HE WAS GOING TO RUSSIA TO SEEK MILITARY AID, BUT SAID HE PLANNED TO LOBBY THE MAJOR POWERS FOR ACTION UNDER CHAPTER SEVEN OF THE U.N. CHARTER. THIS PROVIDES FOR MILITARY ACTION IN AN EMERGENCY.

    HE SAID THAT THE CURRENT BRITISH AIRLIFT OF OIL AND PETROL TO ZAMBIA WOULD BE A SUCCESS, BUT WOULD BE TOO COSTLY.

    THE ZAMBIAN FOREIGN MINISTER WAS ACCOMPANIED BY MR ARTHUR WINA, ZAMBIA'S FINANCE MINISTER WHO WILL FLY TO MOSCOW ON WEDNESDAY WHILE THE FOREIGN MINISTER GOES TO THE UNITED STATES.
