    The focal point of a two-way emergency operation to repatriate victims of the Indonesian conflict is Phnom Penh, the Cambodian capital, where Government officials are at hand to provide the basic necessities to help refugees on the way back to a new life.

    More than 1,000 Vietnamese who had been living in Cambodia were one of the latest contingents to be taken to Phnom Penh on the road back to South Vietnam, where they would be trying to start again. Buses took them to the city's wharf, where officials of the Cambodian Refugee Commission, soldiers and workers handed out one loaf of bread to each man, women, and child.

    The refugees then boarded three small river steamers to continue their journey, with another stop 40 miles (64 Kms) farther on.

    Along the River these Vietnamese, driven out of their homes by Cambodians, crossed seven vessels, also carrying refugees. They were Cambodians, who in turn had been made homeless by North Vietnamese and Vietcong soldiers.

    When the Cambodians, many of them the widows and children of soldiers, reached Phnom Penh, the same help was at hand as had been given to the Vietnamese.

    But for both the Cambodians and the Vietnamese, the problem of finding a roof over their heads remained.
