    MALAYSIA'S NEWLY-FORMED NATIONAL CONSULTATIVE COUNCIL MET IN KUALA LUMPUR YESTERDAY (TUESDAY) FOR ITS FIRST SESSION.

    PARLIAMENT HAS BEEN SUSPENDED AND MALAYSIA RUN BY THE NATIONAL OPERATIONS COUNCIL SINCE THE DISTURBANCES BETWEEN MALAY AND CHINESE COMMUNITIES LAST MAY.

    AT THE OPENING SESSION OF THE 67-MEMBER CONSULTATIVE COUNCIL, CHAIRMAN TUN ABDUL RAZAK-WHO IS VIRTUALLY RUNNING MALAYSIA AS DIRECTOR OF OPERATIONS-SAID THAT LAST MAY'S VIOLENCE SHOWED THAT RACIAL ISSUES COULD NO LONGER BE SWEPT OUT OF SIGHT.

    ADDRESSING THE MEETING, MALAYSIAN PRIME MINISTER TUNKU ABDUL RAHMAN-WHO IS NOT A MEMBER-APPEALED TO MEMBERS FOR A NEW COURSE THAT WILL EVENTUALLY LEAD TO A RETURN OF PARLIAMENTARY RULE IN MALAYSIA.

    HE SAID THAT HIS TRAVELS AROUND MALAYSIA HAD CONVINCED HIM PEOPLE AT PRESENT PREFERRED THE SECURITY OFFERED BY THE FIRMNESS OF THE EMERGENCY GOVERNMENT. HOWEVER, PARLIAMENTARY DEMOCRACY SHOULD BE RETURNED WHEN THE POSSIBILITY OF FURTHER TROUBLE HAD BEEN REMOVED.

    THE COUNCIL'S MEMBERS ARE DRAWN FROM THE NATIONAL OPERATIONS COUNCIL, GOVERNMENT AND SIX OPPOSITION PARTIES, AND FROM BUSINESS AND PROFESSIONAL BODIES. IT IS DESIGNED AS A SOUNDING BOARD FOR THE NATIONAL OPERATIONAL COUNCIL.
