    Background: A special Organisation of African Unity (OAU) commission - set up to try and normalise relations between Kenya and Uganda - met in Addis Ababa on Wednesday (24 November).

    SYNOPSIS: The commission's opening session was in Africa Unity House.

    The kenyan delegation was the first group to arrive. Delegations from Burundi, Ethiopia, Rwanda, Sudan, Zaire and Zambia followed.

    Then the Ugandans arrived. They came with strict instructions from President Idi Amin.

    He told them to tell the commission that Uganda had never "dreamed of any subversive activities against the brotherly and sisterly people of Kenya."
    President Amin also wants trade relations restored with Kenya.

    The commission is being chaired by OAU Secretary General William Eteki Mboumoua.

    In his opening address, Mr. Mboumoua praised Presidents Amin and Kenyatta for agreeing to the setting up of the commission.

    Mr. Mboumoua stated that improved relations between Kenya and Uganda were vital to the welfare of Africa.

    In conclusion Mr. Mboumoua said the commission should try to carry out its mandate in the spirit of African dialogue - and the belief that Africans could solve their own problems.

    Relations between Uganda and Kenya have been strained since the Israeli commando raid on Entebbe airport last April. The transport aircraft the Israelis used in their raid were re-fuelled in Kenya. The dispute led to the closing of Kenya/Uganda border.
