    Veteran Turkish statesman Ismet Inonu said in Ankara today that the military ultimatum which brought down the Government of Prime Minister Suleyman Demirel was usurping the functions of Parliament. Breaking his silence in the crisis, touched off by the threat of a military takeover last Friday, the former President called for the swift formation of an interim Government followed by elections.

    Mr. Inonu was among the leaders of political parties called to the Presidential residence yesterday for discussions on the country's future Government.

    SYNOPSIS: The Turkish political crisis took a new turn tonight when former Prime Minister Ismet Inonu broke his silence over the military Ultimatum which led to the fall of the Demirel Government last Friday. As troops performed a flag raising ceremony at the Presidential residence in Ankara yesterday, political party leaders were arriving for further talks on the army's demands for reforms.

    Mr. Inonu was among those invited to the discussions. The 86 year old political veteran said today the military ultimatum was usurping the functions of Parliament. With signs of the crisis deepening, Mr. Inonu stressed the Turkish army has stood severe tests in the past and was still the major bastion against dangers faced by the country. But the ultimatums it had put forward and its conditions for the work of a new Government could not be seen in any way as in keeping with democracy.
