    THE CONFERENCE OF NON-NUCLEAR NATIONS ENDED IN GENEVA. SWITZERLAND TODAY (SATURDAY), WITH A SERIES OF PROPOSALS ON THE PEACEFUL USES OF NUCLEAR ENERGY. BUT THE CONFERENCE CHAIRMAN, PAKISTANI FOREIGN MINISTER, MAIN ARSHAD HUSAIN, SAID DURING A CLOSING ADDRESS THAT THE 96-NATION CONFERENCE HAD NEITHER EXPECTED NOR FOUND IT POSSIBLE TO DISCUSS ALL THE QUESTIONS BEFORE IT.

    THE CONFERENCE CALLED ON THE SOVIET UNION AND THE UNITED STATES TO START TALKS AT AN EARLY DATE ON LIMITING STRATEGIC NUCLEAR MISSILES, AND URGED EARLY NEGOTIATIONS ON OTHER NUCLEAR DISARMAMENT MEASURES.

    SUMMING UP THE RESULTS OF THE MEETING, MR. HUSAIN SAID IT HAD ACTED AS AN INITIAL STIMULUS TO NEW DIALOGUE BETWEEN THE NUCLEAR HAVES AND HAVE-NOTS. "THIS ALONE WOULD HAVE MADE IT AN ENTIRELY WORTHWHILE EFFORT," HE SAID.

    COUNTRIES TAKING PART INCLUDED KUWAIT, NIGERIA, AUSTRIA, YUGOSLAVIA, BULGARIA, AUSTRALIA AND TURKEY. SOME NUCLEAR NATIONS SENT OBSERVERS.
