    AT THE AIRPORT TO GREET HIM WERE SOVIET AMBASSADOR NICOLAI FEDORENKO: JAPANESE PRIME MINISTER HAVATO IKEDA, AND FOREIGN MINISTER ZENTARO KOSAKA.

    MORE THAN 7,000 POLICE WERE CALLED OUT IN CASE OF TROUBLE FROM RIGHT-WING EXTREMISTS AT THE AIRPORT. BUT THERE WERE NO MAJOR INCIDENTS APART FROM BANNER-WAVING BY LEFT-WING SUPPORTERS, AND JEERS AND CATCALLS FROM A FEW RIGHT-WINGERS.

    WITHIN A FEW HOURS OF HIS ARRIVAL, MR. MIKOYAN OFFERED JAPAN A LONG-TERM TRADE AGREEMENT. UNDER THE PACT, JAPAN WOULD HELP IN THE DEVELOPMENT OF SIBERIA IN RETURN FOR SOVIET RAW MATERIALS.
