    Mr Saeb Salam has formed a 12-member cabinet in Lebanon with every member of the governing body except himself from outside the Lebanese single-house parliament.

    The new cabinet is described as a 'specialist' body, and includes engineers, lawyers, doctors, university professors and one journalist.

    Mr Salam nominated his cabinet after his effort to form one from inside parliament had failed. Mr Salam was confronted by blocs in which certain leaders had demanded certain cabinet postings.

    Mr Salam, the premier designate, was asked to form a new cabinet by President Suleiman Franjieh. The nominated premier has led the Lebanese government four times between 1952 and 1961. After announcing his extra-parliamentary nominations Mr Salam said he had been unable to form a parliamentary cabinet and the cabinet he had chosen would seek to maintain order, justice and sound democracy.
