    Foreign minister of 59 African and Arab countries arrived in Dakar on Monday (19 April) for four days of talks on increasing cooperation between Africa and the Arab world.
    At the opening session in Senegal's capital, Mr. William Eteki Mboumoua, Secretary General of the Organisation of African Unity (OAU) proposed that the Arab fund to help African countries hit by rising prices be abandoned in its present form. He suggested the fund's capital be put at the disposal of the Arab for the economic development in Africa and the African Development Bank.
    Arab oil ministers agreed in Cairo in 1974 to set up the fund with an initial 200 million dollars to provide loans to African countries whose economies had suffered badly due to the enormous increased cost of their oil imports.
    African states said at the time they had supported the Arabs when nearly all OAU members states broke with Israel in support of the Arabs on the Middle East conflict.
    Opening the conference, President Leopold Seda Senghor of Senegal suggested the setting up of an Afro-Arad reconciliation and arbitration court to deal with disputes between members.
    He recommended that foreign ministers meet every year and heads of state every two years. The President said three committees dealing with political, economic and cultural affairs should be set up to study a programme of action for Afro-Arab cooperation.
    Mr. Mahmoud Riad, Secretary General of the Arab League said the aim of the conference was to consolidate common Afro-Arab action.
    The meeting, whichon Thursday (22 April) will draft a joint declaration and prepare for a future meeting of African and Arab heads state.
