Background: King Hussein of Jordan met with President Anwar Sadat of egypt and President Hafez Assad of Syria in Cairo on Monday (September 10th) in a summit that brought together the main Arab powers facing Israel for the first time in more than two years.

Jordan's relations with Syria and Egypt were ruptured in 1971 following bloody clashes between the Jordanian army and Palestinian commandos, which led to the commandos being ousted from Jordan. Syria broke off diplomatic relations in 1971, and Egypt followed in April last year over King Hussein's proposal to set up a new Federal state combining the Israeli-occupied West Bank of the Jordan River and the East Bank, held up Jordan. Egypt called the proposal a sell-out to Israel.

The summit meeting - held at the republican Kubbeh Palace in Cairo - is the result of extensive diplomatic moves by Cairo, Damascus and Amman to bury differences and draw the Arab world together.

The first round of talks between the three Arab Heads of State lasted four hours. There was no statement after the meeting, but the authoritative newspaper, Al Ahram, said the main topic was likely to be re-activating Jordan's eastern border, the longest Arab frontline with Israel, which is considered vital for any Arab military action against Israel.

Other likely topics were a possible reconciliation between Jordan and the Palestinian commandos, and a re-assessment of the commandos role along the Jordanian eastern front.

The summit is seen as an important development in efforts this year to co-ordinate all Arab resources, including oil and capital reserves, for a political offensive against Israel.

Al Ahram said the summit was expected to be completed at talks on Tuesday (September 11th).
