TRANSCRIPT: SMITH: "AND AFTER THE LAST WEEK OF TALKS HERE, WE HAVE COME TO THE CONCLUSION THAT THE GAP SEEMS TO BE SO WIDE THAT IT IS IMPOSSIBLE OF BRIDGING. THIS DOESN'T APPLY TO ONE OF THE FIVE POINTS THAT WERE MADE BY THE BRITISH GOVERNMENT, IT APPLIES TO THE MAJORITY.

REPORTER. MR SMITH, DOES THIS MEAN IN YOUR MIND THAT A UDI IS THE NEXT LOGICAL STEP.

SMITH: WELL, INDEPENDENCE IS WHAT WE WANT. AND THIS IS CERTAINLY THE NEXT LOGICAL STEP. AND IF WE DON'T OBTAIN IT BY NEGOTIATIONS - WELL, IF ANYBODY HAS ANY OTHER IDEAS ON HOW WE WOULD OBTAIN IT WE WOULD WELCOME THEM.

REPORTER: YOU SAID ON SATURDAY THAT A DECISION HAD BEEN MADE. BUT MR. HARPER, ON HIS RETURN OF SOUTH AFRICA TODAY SAID A DECISION HAD NOT BEEN MADE. DOES THIS MEAN A CHANGE ON THE RHODESIAN GOVERNMENT'S PART.

    SMITH: A DECISION ON WHAT?

    REPORTER: ON RHODESIA'S NEXT MOVE.

SMITH: YOU SAY I SAID A DECISION HAD BEEN MADE.

    REPORTER: THAT'S RIGHT, ON SATURDAY.

SMITH: I DON'T RECALL THIS. I THINK I HAVE BEEN CONSISTENT SINCE I ARRIVED HERE WHEN I HAD SAID THAT WHEN I GET BACK TO A GOVERNMENT MEETING THEN A DECISION WOULD BE MADE.

REPORTER: BUT A DECISION HAD BEEN MADE, BUT THE MATTER OF THE TIMING AND THE IMPLEMENTATION STILL HAD TO BE DECIDED.

SMITH: NO. I SAID A DECISION WOULD BE MADE SOON. THIS WAS THE QUESTION THAT I WAS ASKED. BUT AS FAR AS THE TIMING AND THE STYLE OF THE IMPLEMENTATION IS CONCERNED THIS, OF COURSE, IS A MATTER OF PRACTICE. BUT I HAVE NEVER SAID, TO MY RECOLLECTION, THAT A DECISION HAS BEEN MADE. THE DECISION WILL BE MADE THEN I RETURN.

REPORTER: SIR, YOU HAVE PROBABLY SEEN THIS MORNING'S REPORTS FROM SALISBURY WHICH IMPLY THAT CERTAIN GOVERNMENT OPINIONS THAT ARE STRONGER THAN HAS BEEN PREVIOUSLY ACKNOWLEDGED AND WHICH ARE OPPOSING A UDI. DO YOU THINK THERE IS A DEVELOPING PRESSURE TO END IT.

SMITH: THIS, MY DEAR SIR, IS WISHFUL THINKING. BECAUSE I HAVE BEEN IN TOUCH WITH SALISBURY EVERY MORNING. I WAS IN TOUCH WITH THEM THIS MORNING AND MY INFORMATION IS THAT THE RHODESIANS ARE BECOMING MORE UNITED AND MORE DETERMINED TO GET BEHIND MY PARTY. SO I REGRET TO HAVE TO TELL YOU THAT THIS REPORT IS NOT CORRECT.
