TRANSCRIPT SEQUENCE 5-6: MR. TODD: "IT CAME AS A SHOCK, YES. I HAD NO THOUGHT THAT I WOULD BE RESTRICTED."

INTERVIEWER: "CAN YOU THINK OF ANY REASON WHY YOU HAVE BEEN RESTRICTED?"

MR. TODD: "OH YES I CAN. I WOULD THINK THAT THE GOVERNMENT DID NOT WANT ME TO GO TO BRITAIN AND TO APPEAR ON TELEVISION TO GIVE MY VIEWS ON THE SITUATION IN RHODESIA AT THE PRESENT TIME.

INTERVIEWER: "THEY KNEW THEN THAT, IN FACT, YOU WERE GOING?

MR. TODD: "I HAD RUNG THE PRIME MINISTER, WHEN I DECIDED TO GO BRITAIN AS I THOUGHT I SHOULD CALL ON HIM AND, IN COURTESY, TELL HIM I WAS GOING AND WHY I WAS GOING."

INTERVIEWER: "WHY SHOULD THE PRIME MINISTER STOP YOU FROM GOING."

MR. TODD: "WHY DOES THE PRIME MINISTER HAVE ANY HAD IN RESTRICTING VARIOUS OTHER PEOPLE IN SOUTHERN RHODESIA."

INTERVIEWER: "HAD YOU IN THE PAST SUSPECTED THAT YOU MIGHT AT SOME TIME BE RESTRICTED."

MR. TODD: "I SUPPOSE EVERYBODY WHO DISAGREES WITH THE GOVERNMENT HAS THAT THOUGHT GO THROUGH THEIR MIND ON OCCASIONS."

INTERVIEWER: "HOW IS THIS RESTRICTION GOING TO AFFECT YOUR PERSONAL LIFE?"

MR. TODD: "WELL, IT'S NOT VERY PLEASANT AFTER HAVING LIVED IN RHODESIA FOR 31 YEAR, AND HAVING TRIED TO SERVE THE COUNTRY, TO BE PLACED IN REALLY WHAT IS COMFORTABLE IMPRISONMENT WITHOUT TRIAL. I AM OLD FASHIONED, I DO NOT BELIEVE IN IMPRISONMENT WITHOUT TRIAL."

INTERVIEWER: "COULD YOU TELL US THE TERMS OF YOUR RESTRICTION."

MR. TODD: "WELL, YES. I AM NOT TO GO AWAY FROM THE AREA OF LAND WHICH IS OWNED BY THE OKINUI RANCHING COMPANY LIMITED."

INTERVIEWER: "YOU ARE ABLE TO APPEAL AGAINST IT?"

    MR. TODD: "YES I AM."

INTERVIEWER: "DO YOU INTEND DOING SO?"

MR. TODD: "I SUPPOSE I WILL, ALTHOUGH IT DOES SEEM A LITTLE BIT FUTILE WHEN THE MINISTER HIMSELF SAYS THAT THE HAS CONFIDENTIAL INFORMATION WHICH HE WILL NOT LET ME KNOW OF."

INTERVIEWER: "THE MINISTER ALSO SAYS IN THE RESTRICTION ORDER THAT YOU HAVE BEEN IN CONTACT WITH LEADERS BANNED AFRICAN NATIONALIST PARTIES?"

MR. TODD: "I WONDER WHAT HE MEANS BY THAT. IF THE HE MEANS PEOPLE WHO WERE LEADERS OF THE NATIONALIST PARTIES BEFORE THEY WERE BANNED, THAT, OF COURSE, IS QUITE TRUE. I HAD VISITED.... AND I HAVE MET VARIOUS PEOPLE AT DIFFERENT TIMES DURING THE PAST MONTHS. BUT IF HE MEANS THAT I AM CO-OPERATING IN THE RUNNING OF A BANNED ORGANISATION NOW I WOULD DENY THAT."

SEQ 8: INTERVIEWER: "WOULD YOU HAVE BROUGHT A POLITICAL ASPECT UP ON YOUR TELEVISION APPEARANCE?"

MR. TODD: "COULD, YOU SPEAK ABOUT RHODESIA TODAY WITHOUT BRINGING UP A POLITICAL ASPECT."

Background: THE RHODESIAN CABINET TODAY (WEDNESDAY) MAD A DECISION ON INDEPENDENCE BUT THE PRIME MINISTER, MR. IAN SMITH, SAID HE WOULD NOT SAY WHAT IT WAS UNTIL BRITAIN HAD ANSWERED AN 11TH HOUR APPEAL SENT TODAY TO MR. HAROLD WILSON, THE BRITISH PRIME MINISTER.

THE MESSAGE TO MR. WILSON APPEALED TO BRITAIN TO 'DO THE STATESMANLIKE THING' AND GRANT INDEPENDENCE TO HIS COUNTRY. THE RHODESIAN NOTE ASKED THAT INDEPENDENCE BE GRANTED UNDER THE TERMS OF THE 1961 CONSTITUTION TO WHICH RHODESIA PROMISED TO ABIDE.

IN THE MEANTIME, MR. GARFIELD TODD, THE FORMER RHODESIAN PRIME MINISTER, HAS BEGUN HIS ONE YEAR OF RESTRICTION AT HIS RANCH AT SHABANI, 250 MILES (400 KMS) FROM SALISBURY. HE WAS HANDED HIS RESTRICTION ORDER ON MONDAY, HOUR BEFORE HE WAS TO FLY TO BRITAIN TO SPEAK AT AN EDINBURGH UNIVERSITY 'TEACH-IN' ON RHODESIA, SCHEDULED FOR TONIGHT.

FOR THE NEXT 12 MONTHS THE 48,000 ACRE RANCH WILL BE HIS 'PRISON' AND YESTERDAY HE WAS ASKED WHETHER HIS RESTRICTION CAME AS A SHOCK?
