    THE RHODESIAN CABINET TODAY (WEDNESDAY) MAD A DECISION ON INDEPENDENCE BUT THE PRIME MINISTER, MR. IAN SMITH, SAID HE WOULD NOT SAY WHAT IT WAS UNTIL BRITAIN HAD ANSWERED AN 11TH HOUR APPEAL SENT TODAY TO MR. HAROLD WILSON, THE BRITISH PRIME MINISTER.

    THE MESSAGE TO MR. WILSON APPEALED TO BRITAIN TO 'DO THE STATESMANLIKE THING' AND GRANT INDEPENDENCE TO HIS COUNTRY. THE RHODESIAN NOTE ASKED THAT INDEPENDENCE BE GRANTED UNDER THE TERMS OF THE 1961 CONSTITUTION TO WHICH RHODESIA PROMISED TO ABIDE.

    IN THE MEANTIME, MR. GARFIELD TODD, THE FORMER RHODESIAN PRIME MINISTER, HAS BEGUN HIS ONE YEAR OF RESTRICTION AT HIS RANCH AT SHABANI, 250 MILES (400 KMS) FROM SALISBURY. HE WAS HANDED HIS RESTRICTION ORDER ON MONDAY, HOUR BEFORE HE WAS TO FLY TO BRITAIN TO SPEAK AT AN EDINBURGH UNIVERSITY 'TEACH-IN' ON RHODESIA, SCHEDULED FOR TONIGHT.

    FOR THE NEXT 12 MONTHS THE 48,000 ACRE RANCH WILL BE HIS 'PRISON' AND YESTERDAY HE WAS ASKED WHETHER HIS RESTRICTION CAME AS A SHOCK?
