    SPEECHES AT DEPARTURE CEREMONIES BY U.S. AMBASSADOR HENRY CABOT LODGE AND THE VIETNAMESE COMMANDER IN CHIEF, MAJOR GENERAL TRAN THIEN KHIEM, REFLECTED THE CRITICAL NATURE OF THE VIETNAMESE WAR NOW COMPARED WITH FEBRUARY 1962 WHEN GENERAL HARKING ARRIVED.
