    Despite the Security Council's clear vote of confidence over Mr. Hammarskjoeld's interpretation of his mandate in the Congo, scenes of disorder continued in Leopoldville, Aug 23, when a large crowd gathered outside a block of offices as members of the Congolese Force Publique searched the building and found several Belgians and one Italian operating a radio transmitter.

    The men were arrested as spies, and the transmitter as well as rifles and a revolver - alleged to have been found on the premises - confiscated by the troops. Africans jeered as they were taken away.

    Then it turned out that the transmitter, licensed by the Congolese Government, was being used on behalf of a private trading firm with offices all over the Congo, and the "suspects" were finally released after personal intervention by Colonel Mobutu, Chief of Staff of the Congo Army. The Colonel explained to correspondents afterwards that it was "psychologically difficult" for him to order the release of the prisoners in front of his men.
