    IN HIS OPENING SPEECH HE SPOKE OF HIS SATISFACTION AT THE WISHES OF GREAT BRITAIN, DENMARK, AND IRELAND TO JOIN THE COMMON MARKET.

    THE FIRST POINT OF THE AGENDA WAS THE PRESENTATION BY MR. KAPTEYN OF HOLLAND, OF THE PAST YEAR'S ACTIVITIES OF THE EUROPEAN PARLIAMENTARY UNION. HE HOPED THE EUROPEAN PARLIAMENTARY UNION COULD SHOW HOW TO OVERCOME BRITISH 'PRUDENCE' - TO HELP BRITAIN TO BECOME A MEMBER OF THE COMMON MARKET WITH THE SAME RIGHTS AND RESPONSIBILITIES. ON THE DIFFICULT SUBJECT OF FEDERATION, HE GAVE HIS OPINION THAT WHEN FEDERATION BECOMES NECESSARY TO THE COMMUNITY, BRITAIN WOULD NOT RAISE 'ANY DIFFICULTIES'. HE REMINDED THE COUNCIL THAT MR. MACMILLAN AND ALREADY DISCUSSED THE CREATION OF AN EXECUTIVE ORGAN WITH ITS OWN SECRETARIAT.

    MR. JUNOT OF FRANCE SPOKE OF AGRICULTURE, AND ITS COORDINATION FOLLOWED BY THE ADAPTATION OF BRITISH AGRICULTURE. HE SAID "WE MUST SEEK TO ASSURE A SUPERIOR PRICE LEVEL AGAINST THE LOW PRICE LEVEL PRACTISED BY CERTAIN COUNTRIES ADOPTING A LEVY SYSTEM". HE SPOKE OF EURATOM, AND THE GRAVE DEFAULT THAT ESTABLISHES A DISTINCTION BETWEEN RESEARCH AND INVESTMENT. HE FELT THAT A BETTER COORDINATION OF EFFORTS COULD BE REALISED, BUT THAT, EVEN THOUGH NOT ALWAYS SUPPORTED BY THE UNITED STATES, THE ADMINISTRATION OF EURATOM WORKS "WITH AN ADMIRABLE FAITH".

    MR. MALVESTITI OF ITALY, PRESIDENT OF THE EUROPEAN COAL AND STEEL COMMUNITY, SPOKE OF ATTEMPTS TO DETERMINE A COORDINATED LONG-TERM ENERGY POLICY. HE ASKED, WHICH COMES FIRST SECURITY OF SUPPLY OR LOWEST POSSIBLE PRICE. THE COMMUNITY STEEL SITUATION, HE THEN SAID, WAS THOROUGHLY GRATIFYING.
