    TRANSCRIPT: WILLY BRANDT: IN ANSWER TO THIS LET ME SAY THAT THE SOVIET PROPOSAL SAILS UNDER FALSE COLOURS. IT IS CONCERNED AS LITTLE WITH DE-MILITARIZATION AS IT IS CONCERNED WITH FREEDOM. IT WOULD MEAN THAT, THOUGH THERE WOULD NO LONGER BE A SOVIET GARRISON IN EAST BERLIN ITSELF, SOVIET DIVISIONS WOULD CONTINUE TO BE STATIONED IN THE TERRITORY SURROUNDING THE CITY. THE WESTERN FORCES, HOWEVER, WOULD BE WITHDRAWN TO WEST GERMANY AND AS A RESULT BERLIN WOULD BE AT THE MERCY OF THE SOVIETS EXERCISING THEIR MILITARY POWER. EVEN THE PRESSURE OF THE UN COMMISSION COULD NOT CHANGE THE SITUATION CONSIDERABLY. WE CANNOT DO WITHOUT THE PROTECTION GIVEN US BY THE WESTERN POWERS.
