    TIGHT SECURITY PRECAUTIONS WERE TAKEN FOR MR.BEN-NATHAN'S ARRIVAL AT BONN AIRPORT.ARMED POLICE GUARDED ALL ENTRANCES TO THE AIRPORT AND ALL VISITORS WERE CAREFULLY SCREENED.

    MR.BEN-NATHAN, AGED 44, SAID ISRAEL WOULD NOT FORGET THE PAST, BUT HE HOPED THAT RELATIONS BETWEEN WEST GERMANY AND ISRAEL WOULD ENSURE THAT THE EVENTS OF 25 YEARS AGO WERE NOT REPEATED.

    AT THE AIRPORT, MR.BEN-NATHAN MADE STATEMENTS TO NEWSMEN IN ENGLISH, FRENCH AND GERMAN.

    HIS APPOINTMENT FOLLOWED A DIPLOMATIC AND POLITICAL WRANGLE WHICH LED TO TEN ARAB COUNTRIES - WHICH DO NOT RECOGNISE ISRAEL -- SEVERING RELATIONSHIPS WITH WEST GERMANY.

    A WEST GERMAN GOVERNMENT OFFICIAL SAID TODAY WEST GERMANY HOPED MR.BEN-NATHAN'S ARRIVAL IN BONN WOULD MEAN A FURTHER STEP TOWARDS ACHIEVING NORMAL RELATIONSHIPS BETWEEN THE TWO COUNTRIES.
