    TRANSCRIPT: SEQ. 1: MEGUID: "Mr President, the primary objective of the attack was to undermine the achievements of the people of Benin. The invading force came from outside the territory of Benin and that therefore there could be no doubt that the state of Benin was subjected to aggression and a clear violation of its independence, sovereignty and territorial integrity. It has been know that the attacking force was mercenaries and that a similar operation could be conducted else-where against small, defenceless countries for similar purposes. Mr President, what happened in Benin was not an isolated act. It is unfortunately not the first time that this Council is seized with a case of violation of sovereignty and territorial integrity for a small American state. Nor is it indeed the first time for Africa to be subject to the abhorrent practice of the use of mercenaries."

    Background: INTRODUCTION: A resolution was tabled in the Security Council of the United Nations on Wednesday (13 April) strongly condemning an "act of armed aggression" by a group of mercenaries against the West African nation of Benin last January. The draft sponsored by the council's three African members, Benin, the Socialist People's Libyan Arab Jamahiriyah (formerly Libya), and Mauritius, is expected to be adopted by consensus.
