    THREE SOVIET EMBASSY OFFICIALS ORDERED TO QUIT URUGUAY BY PRESIDENT JORGE PACHECO FLEW OUT OF MONTEVIDEO ON THURSDAY (26 SEPTEMBER).

    THE THREE MEN HAD BEEN DECLARED PERSONA NON GRATA ON TUESDAY (24 SEPTEMBER) AND GIVEN 48 HOURS TO LEAVE THE COUNTRY.

    PRESIDENT PACHECO TOOK THE DECISION AFTER CONSULTING WITH SENIOR MINISTERS. NO EXPLANATION WAS GIVEN FOR THE EXPULSIONS BUT IT IS THOUGHT THAT THEY WERE CONNECTED WITH A WAVE OF LABOUR AND STUDENT UNREST THAT HAS GRIPPED URUGUAY SINCE EARLY THIS YEAR.

    THE LAST TIME SOVIET DIPLOMATS WERE EXPELLED FROM THE COUNTRY WAS IN 1966 WHEN FOUR MEMBERS OF THE SOVIET MISSION THERE WERE TOLD TO LEAVE AFTER ALLEGEDLY INTERFERING IN LABOUR UNION AFFAIRS.
