    SOVIET DEPUTY PREMIER NIKOLA; BAIBAKOV ARRIVED IN TOKYO, JAPAN, YESTERDAY (TUESDAY) FOR A 17-DAY OFFICIAL VISIT. LATER HE TOLD JAPANESE PRIME MINISTER EISAKU SATO THAT THE WAY WOULD BE OPEN FOR VIETNAM PEACE TALKS IF THE UNITED STATES UNCONDITIONALLY HALTED ITS BOMBING OF THE NORTH AND ITS ESCALATION OF THE WAR.

    A JAPANESE GOVERNMENT SPOKESMAN SAID PRIME MINISTER SATO HAD ASKED THE SOVIET UNION TO EXERT "ALL-OUT EFFORTS" FOR BRINGING PEACE IN VIETNAM. MR. BAIBAKOV MADE HIS COMMENT IN REPLY TO THAT REQUEST, THE SPOKESMAN SAID.

    DURING THE MEETING MR. SATO ALSO SPOKE OF THE IMBALANCE OF SOVIET-JAPANESE TRADE IN FAVOUR OF THE SOVIET UNION, AND ASKED THE SOVIET UNION TO BUY MORE PLANT, MACHINERY AND CONSUMER GOODS FROM JAPAN.

    MR. BAIBAKOV ALSO SAW FINANCE MINISTER MIKIO MIZUTA AND MR. KIICHI MIYAZAWA, DIRECTOR OF THE ECONOMIC PLANNING AGENCY.

    MR. BAIBAKOV IS TRAVELLING WITH HIS WIFE.
