    THE CHINESE PEOPLE'S REPUBLIC HAS SENT ITS FIRST AMBASSADOR TO FRANCE. HE ARRIVED IN PARIS WITH HIS WIFE YESTERDAY (TUESDAY). THE EXCHANGE OF AMBASSADORS BETWEEN FRANCE AND THE PEOPLE'S REPUBLIC OF CHINA FOLLOWS THE ESTABLISHMENT OF DIPLOMATIC RELATIONS BETWEEN THE TWO COUNTRIES IN JANUARY.

    THE NEW PEKING AMBASSADOR TO PARIS IS GENERAL HUANG CHEN, WHO IS FIFTY-EIGHT. THE GENERAL PLAYED AN IMPORTANT PART IN THE HISTORIC "LONG MARCH" WHICH MAO TSE-TUNG LED ACROSS CHINA IN 1935-36. GENERAL HUANG CHEN HAS SERVED IN TWO OF PEKING'S EMBASSIES OVERSEAS. FROM 1950 TO 1954 HE WAS AMBASSADOR TO HUNGARY AND FROM 1954 TO 1961 WAS AMBASSADOR TO INDONESIA. HE HAS TAKEN AN ACTIVE PART IN THE FOREIGN AFFAIRS MINISTRY AND HAS BEEN PARTICULARLY CONCERNED WITH POLICY IN SOUTH-EAST ASIA AND AFRICA.
