    THOUSANDS OF SOUTH VIETNAMESE CIVILIANS, TROOPS, POLICE AND CIVIL SERVANTS STAGED A DEMONSTRATION IN SAIGON YESTERDAY (TUESDAY) AGAINST THE PARIS PEACE TALKS AND PRESIDENT JOHNSON'S BOMBING HALT OVER NORTH VIETNAM. MILITARY POLICE WERE CALLED IN TO PREVENT DEMONSTRATORS GETTING OUT OF HAND AT THE UNITED STATES EMBASSY.

    IN THE DEMONSTRATION, MORE THAN 3,000 MEMBERS OF A CHURCH GROUP RODE THROUGH SAIGON STREETS IN CARS AND BUSES IN PROTEST. THEIR GROUP WAS FOILED IN AN ATTEMPT TO MARCH ON THE PRESIDENTIAL PALACE WHEN MILITARY POLICE THREW UP BARBED WIRE BARRICADES ACROSS THE STREET.

    LEADERS OF THE RALLY SAID THEY WERE PROTESTING MAINLY AGAINST AMERICA'S DECISION THAT THE NATIONAL LIBERATION FRONT, THE POLITICAL WING OF THE VIET CONG, SHOULD BE ALLOWED TO ATTEND THE PARIS TALKS AS A SEPARATE GROUP.

    THE DEMONSTRATORS, WHO INCLUDED POLICE, TROOPS, CIVIL DEFENCE WORKERS AND CIVIL SERVANTS, DISPERSED QUIETLY AT THE END OF A HALF-HOUR MEETING. SHORTLY AFTER, A 30-STRONG DELEGATION WAS ALLOWED TO PASS THE BARRIERS TO VISIT THE PALACE.

    A LEADER OF THE GROUP SAID LATER THAT THE AMERICANS ACTED "MORE AS OUR BOSSES THAN AS OUR ALLIES", AND THAT ANY SETTLEMENT REQUIRED THE "FREE AND ACTIVE PARTICIPATION OF REPRESENTATIVES OF THE GOVERNMENT OF VIETNAM", WHO MUST HAVE A LEADING ROLE IN ANY SUCH NEGOTIATIONS.
