    In Paris, the Libyan Jamihiriyah Foreign Minister has expressed hopes that attempts to mediate between his country and Egypt will succeed -- but he has accused the Egyptians of star???ng the recent hostilities. At the start of a three-day visit to France on Tuesday (26 July), Dr Abdel-Salam Tureiki claimed that Libya had been 'obliged to strike back' after being attacked by Egypt.

    SYNOPSIS: On his arrival at Orly airport in Paris Dr Tureiki told newsmen that observance of the ceasefire between Egypt and Libya would be 'no problem'. He added that he hoped the mediation of Algerian President Houari Boumedienne and the Palestinian leader Yasser Arafat would be effective.

    The clashes between Libya and Egypt were expected to dominate Dr Tureiki's talks with French President Valery Giscard d'Estaing and Foreign Minister Louis de Guiringaud. In a newspaper interview before his arrival in Paris, Dr Tureiki claimed that Egyptian President Anwar Sadat wished to please the United States by attacking Libya. He alleged that President Sadat had prepared the attack more than a year ago when he dispatched troops to the border to halt what was described as 'Libyan subversion'.

    According to Dr Tureiki the real purpose of the exercise was to please the United States by showing that President Sadat could be their best agent in Africa. He said retaliation had been necessary 'to the Libyan people's regret for the brotherly Egyptian people'.

    Another important item on the agenda during the Paris talks was expected to be Libya's border dispute with the African state of Chad. Earlier in Tripoli Dr Tureiki had held talks on the border dispute with the foreign ministers of Niger and Nigeria. France supplies arms to both Libya and Chad and is expected to use its influence to speed up settlement of the dispute.
