    AT THE FOREIGN AFFAIRS MINISTRY IN ABIDJAN ON SATURDAY (FEBRUARY 21), FOREIGN MINISTER USHER ASSOUAN OF THE IVORY COAST, AND FRENCH AMBASSADOR RAPHAEL LEYGUES SIGNED AN AGREEMENT CONCERNING THE MOVEMENT OF CITIZENS BETWEEN THEIR RESPECTIVE COUNTRIES.

    THE TWO PRINCIPALS WERE ACCOMPANIED BY FRENCH CONSUL GENERAL GEORGES PIANEL AND HIGH FOREIGN AFFAIRS OFFICIALS OF BOTH COUNTRIES.

    IN SPEECHES AFTER THE SIGNING OF THE AGREEMENT, BOTH DIPLOMATS SPOKE OF THE MATTER IN HAND. FOREIGN MINISTER ASSOUAN SAID. "IN THE IVORY COAST WE FULLY APPRECIATE THE VALUE OF THE HELP FRANCE HAS GIVEN OUR COUNTRY SINCE OUR INDEPENDENCE - WITH HER MEN AND HER CAPITAL SHE HAS HELPED US TO ENHANCE THE VALUE OF OUR POTENTIAL". HE ADDED: "WHAT THIS AGREEMENT WILL DO IS ENSURE THAT THE MOVEMENT OF PERSONS BETWEEN FRANCE AND THE IVORY COAST IS CARRIED OUT ON HEALTHY GROUNDS IN THE BEST INTERESTS OF BOTH COUNTRIES...SATISFYING THE MOST PRECISE DEMANDS OF THE TRUE NEEDS OF BOTH OUR COUNTRIES."
    IN HIS REPLY, AMBASSADOR LEYGUES SAID: "IT IS UP TO US TO SEE THAT THE AGREEMENT IS CARRIED OUT IN SUCH A WAY THAT IVORIENS AND FRENCH PEOPLE WILL FEEL THAT THEY HAVE NOT LOST THEIR LINKS WITH THEIR COUNTRY OF ORIGIN WHEN THEY VISIT OR WORK - SOME IN FRANCE, THE OTHERS IN THE IVORY COAST."
    AFTER THE SIGNATURES WERE PLACED ON THE AGREEMENT, THE TWO OFFICIAL PARTIES EXCHANGED A CHAMPAGNE TOAST IN HONOUR OF THE OCCASION.
