    The traditional year-end ministerial consultation of the North Atlantic Treaty Organisation (NATO) members began in Brussels on Thursday (6 December) with a clear indication from the United States that it considers an independent European Defence Force to be unlikely in the near future.

    The ministerial meeting is but one of several NATO conference taking place in the Belgium capital. The sharing of the defence burden in Europe and the lessons for future NATO solidarity to be learned from the latest Middle East crisis are emerging as the key issues in all these meetings.

    U.S. Defence Secretary James Schlesinger made it clear upon his arrival in Brussels that it would be a long time before Europe could shoulder defence responsibilities itself. He said, "as a matter of reality, Europe could move over the period of a decade of more towards achieving defence independence."
    Mr. Schlesinger's statement came amid growing interests in a joint defence effort by the nine European Common Market states -- a plan pushed primarily by the French Government.
