    THE SAIGON OFFICE OF THE UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT (AID) IS THE HUB OF THE LARGEST SUCH PROJECT IN THE WORLD. A STAFF OF 1,600 AMERICANS AND HUNDREDS MORE VIETNAMESE ARE RUNNING A PROGRAM TO PUT VIETNAM BACK ON ITS FEET. THESE PEOPLE WERE ASTONISHED WHEN THE SENATE VOTED TO REJECT THE FOREIGN AID BILL, WHICH, IN VIETNAM, INVOLVED AN ANNUAL PROGRAM OF HALF A BILLION DOLLARS. BUT THE STAFF DID NOT PANIC. IT KEPT ON DOING BUSINESS AS USUAL IN A MOOD OF QUIET OPTIMISM. THE PEOPLE FEEL THEY, AND VIETNAM, WILL NOT BE LEFT STRANDED.
