    Egypt and Libya are setting up the machinery for implementing new steps towards a union between the two countries. On Wednesday (August 29) the Libyan leader, Colonel Muammar Gaddafi, and President Anwar Sadat signed a unity declaration, which, among other things, provides for the formation of a new constituent assembly. The assembly will have 100 members, 50 from each country.

    The declaration also stipulated the creation of an economic free zone and a new joint currency. The new assembly's first job will be to draw up a constitution for the state, and elect a President. The constitution will be voted on later in a referendum in both countries, but no date has been set.

    The announcement came after a surprise visit by the Libyan leader to Egypt. Colonel Gaddafi and President Sadat went into a round of talks lasting two days at the Egyptian leader's retreat in Met Abul Kon in the Nile Delta.

    In a statement addressed to the people of Egypt and Libya, the two leaders said the state would support the principles of revolution and work towards the recovery of territory occupied by Israel.
