    MORE THAN 1,400 REFUGEES FROM EAST GERMANY PASSED THROUGH MARIENFELDE RECEPTION CENTRE IN WEST BERLIN JULY 13. OFFICIALS WERE WORKING ROUND THE CLOCK ISSUING IDENTITY CARDS AND ARRANGING PASSAGE TO WEST GERMANY ON SPECIALLY CHARTERED AIRCRAFT. HERR LEMMER, WEST GERMANY MINISTER FOR ALL-GERMAN AFFAIRS, WAS AT THE CAMP TO WELCOME THE UNUSUALLY HIGH INFLUX.

    DR. ADENAUER, THE WEST GERMAN CHANCELLOR, SAID IN WEST BERLIN THE SAME DAY, THAT "PANIC" APPEARS TO HAVE BROKEN OUT AMONG THE POPULATION OF EAST GERMANY. OFFICIALS SAY THE REASON IS TWO-FOLD: FEARS OF A SNOWDOWN OVER BERLIN, AND WORSENING DOMESTIC CONDITIONS, INCLUDING 1000 SHORTAGES. SO FAR THIS MONTH MORE THAN 8,200 HAVE BEEN RECEIVED, COMPARED WITH 5,000 IN THE FIRST 12 DAYS OF JULY, 1960.

    HERR LEMMER HAS BEEN INSTRUCTED TO REMAIN IN WEST BERLIN TO DEAL WITH THE SITUATION, AND DR. ADENAUER SAID HE WOULD ASK PROVINCIAL GOVERNMENTS IN WEST GERMANY TO TAKE MORE REFUGEES.
