    A YOUNG JAPANESE EXTREMIST YESTERDAY (WEDNESDAY) SWUNG A WOODEN PRACTICE SWORD AT SOVIET DEPUTY PRIME MINISTER NIKOLAI BAIBAKOV, CAUSING A SLIGHT WOUND TO THE MINISTER'S LEFT SHOULDER.

    THE INCIDENT OCCURED AS MR. BAIBAKOV WAS SHAKING HANDS WITH THE GOVERNOR OF AICHI PREFECTURE, MR. MIKINE KUWAHARA, AS HE WAS LEAVING NAGOYA, CENTRAL JAPAN, FOR OSAKA, WESTERN JAPAN. THE SOVIET DEPUTY PRIME MINISTER ARRIVED IN JAPAN ON 16 JANUARY FOR A 17-DAY OFFICIAL VISIT.

    THE ASSAILANT WAS LATER NAMED AS 24-YEAR-OLD TOSHITAKA SURIDATE, A MEMBER OF THE ULTRA-NATIONALIST "SHOWA YOUTH GROUP". THE YOUNG MAN HAD APPROACHED MR. BAIBAKOV WITH THE SWORD CONCEALED IN A LENGTH OF CLOTH. HE SUDDENLY PRODUCED THE WEAPON AND BEGAN SWINGING IT AT THE RUSSIAN'S HEAD.

    MR. BAIBAKOV DUCKED AND HIS POLICE ESCORT MANAGED TO WARD OFF ALL BUT ONE BLOW, WHICH STRUCK THE MINISTER ON THE SHOULDER. A DRESSING WAS LATER APPLIED.

    JAPANESE FOREIGN MINISTER TAKEO MIKI IMMEDIATELY APOLOGISED TO MR. BAIBAKOV, AND THEY CONTINUED THEIR WALK TO THE WAITING TRAIN.

    A FORMAL PROTEST WAS LATER LODGED BY THE SOVIET MINISTER TO JAPAN, MR. ALEXEI OKONISHNIKOV, BUT THE JAPANESE FOREIGN MINISTRY SAID IT WAS LODGED - "IN A GENTLE MANNER".
