    THE HEATHROW AIRLINE OPERATORS' COMMITTEE, REPRESENTING 48 AIRLINES USING LONDON'S HEATHROW AIRPORT, DECIDED AT A MEETING YESTERDAY (THURSDAY) TO WITHHOLD THE INCREASES IN LANDING FEES AND NAVIGATION CHARGES IMPOSED LAST MONDAY. FORTY OF THE AIRLINES USING THE AIRPORT AGREED ON THE DECISIONS.

    TWO BRITISH AIRLINES, B.E.A., AND B.O.A.C., ABSTAINED FROM VOTING BECAUSE THEY ARE STATE-OWNED.

    THE NEW LANDING FEES INCREASES, 16.6 PER CENT ON INTERCONTINENTAL FLIGHTS, AND 12.5 PER CENT ON OTHER INTERNATIONAL FLIGHTS, ARE AIMED AT GIVING THE BRITISH AIRPORTS AUTHORITY AN EXTRA GBP1,250,000 STERLING A YEAR - TO PRESERVE THE AUTHORITY'S FOREIGN CURRENCY RESERVES AFTER LAST YEAR'S STERLING DEVALUATION WHICH WOULD OTHERWISE HAVE LED TO A SHARP DROP IN REVENUE.

    THE AIRLINES HAVE ALSO REFUSED TO PAY A 12 PER CENT INCREASE IN NAVIGATION CHARGES IMPOSED BY THE BRITISH BOARD OF TRADE.

    A BRITISH AIRPORTS AUTHORITY SPOKESMAN SAID THAT IF ANY AIRLINE WANTED TO USE HEATHROW, THEY WOULD HAVE TO PAY THE CHARGES. IF ANYONE DEFAULTED, THE AUTHORITY WOULD HAVE TO TAKE ACTION.
