    DR. GUNNER JARRING, UNITED NATIONS MIDDLE EAST PEACE ENVOY, RETURNED TO CYPRUS YESTERDAY (TUESDAY) FROM NEW YORK TO CONTINUE TALKS ON THE MIDDLE EAST CRISIS. HE HOPES TO HAVE DIRECT TALKS WITH ARAB AND ISRAELI FOREIGN MINISTERS ARMED WITH NEW SUPPORT FROM THE BIG FOUR POWERS.

    DR. JARRING ARRIVED IN NICOSIA AND WENT DIRECTLY TO THE CYPRUS HILTON HOTEL, WHERE HE USUALLY MAINTAINS HIS REGIONAL HEADQUARTERS. HE WAS ACCOMPANIED BY TWO ASSOCIATES, MR KOHO AND MR BERENDSON.

    DIPLOMATIC SOURCES AT THE UNITED NATIONS HAVE SAID THAT ALTHOUGH REPRESENTATIVES OF THE UNITED STATES, THE SOVIET UNION, BRITAIN AND FRANCE HAD BEEN UNABLE TO AGREE ON A NEW PUBLIC ENDORSEMENT OF THE JARRING MISSION, THE U.N. ENVOY FELT THAT THERE WAS NOW ROOM FOR NEW NEGOTIATIONS WITH THE ARABS AND ISRAELIS.

    THE SOURCES ADDED THAT ALTHOUGH THERE WAS DISAGREEMENT ON SENDING DR. JARRING BACK TO THE MIDDLE EAST BEFORE THERE WAS ANY PROGRESS IN THE FOUR-POWER TALKS, ALL FOUR COUNTRIES STILL ENVISAGED USING THE JARRING MISSION TO BRING A PERMANENT SETTLEMENT TO THE MIDDLE EAST.
